John A. Lumpkin, Jr.
President, Board of Trustees
Finance and Personnel Committee Member
John is a Vice President of Wealth Management with Morgan Stanley. Formerly with JP Morgan Asset Management for 10 years, Mr. Lumpkin is a native of Dayton, Ohio. John was a 2014 Dayton Business Journal Top 40 under 40 award recipient. He serves on the West Dayton Development Fund Board, the City of Dayton Financial Review Board, The Greater Dayton Regional Transit Authority Board, Citywide Development Board, and the Board for The Dayton Foundation’s African American Community Fund.
John is an active youth coach for The City of Dayton Recreation and Youth Services basketball and baseball programs, Dayton Wolverines Track Club, and Trotwood Wee Rams football. John currently mentors young men in Dayton Public Schools, Trotwood-Madison City Schools, Dayton Early College Academy Prep, Central State University, and The Ohio State University. He holds a B.A. in Economics from The Ohio State University, where he also lettered in Football and Basketball. John currently resides in Dayton with his wife Anissa and their two children.
Sharon White

Sharon D. White is a communications professional with over 20 years of experience in broadcast media, marketing, public relations and economic development. Areas of expertise include: community development & engagement, marketing, strategic communications, new media technology, marketing & communication consultation and project management. Also, White is active in non--profit program participation and corporate board service.
White is affiliated with numerous civic and volunteer organizations including: Board and Founding Member of the Dayton Area Broadcasters Hall of Fame, the Salvation Army Board of Trustees, Dayton Public Schools Accountability Panel, Board of Trustees of the Dayton Art Institute, University of Dayton River Park Community Corporation Board, Greater Dayton Regional Transit Authority Board and the Kettering Medical Center Foundation Board of Directors. She is also a member of Tau Lambda Omega Chapter of Alpha Kappa Alpha Sorority, Inc. and The Dayton Chapter of The Links, Incorporated. In December of 2005, she was appointed by Ohio’s Governor to serve on the Ohio Arts Council Board where she serves on the Executive Committee; July 2010, she was re--appointed to a second five year term.
In 2006, White founded the "Crown Jewels™ of Dayton" calendar initiative to benefit the Kettering Medical Center Foundation’s Women’s Wellness Fund. After a five year run, this effort raised over $120,000.00, which helped fund free mammograms for under--served and uninsured women in the Miami Valley area. This is the second largest gift given to Kettering’s women’s health division.
Sharon graduated from the University of Dayton with a Bachelor of Arts Degree in Television Communications.
White has been recognized for her journalistic work by receiving the "Regional Communicator of the Year Award" by the International Communications Training Institute and multiple National "Communicator" and "Telly" Awards. Her work in the community has garnered several recognitions including: "Central Region Volunteer of the Year" from the National Urban League, Dayton YWCA "Women of Influence Award" and "Distinguished Ambassador Award." In August 2007, White received the "Coretta Scott King Award" by the National Southern Christian Leadership Conference in Atlanta and in December 2007, she received the "Ten Top Women Award," given by the Dayton Daily News. In 2008, Sinclair Community College honored White with its Distinguished Community Service Award and was named a "Top Ten African American Woman," by the African American CEO’s organization. In August 2009, White was inducted into the Ohio Women’s Hall of Fame. In September 2010, she was selected as the University of Dayton National Alumni Association "Special Achievement Award" honoree. In 2011, White was inducted into the Dayton Area Broadcasters Hall of Fame and in 2012, received the Mary Scott Legacy Award in Dayton, OH.
Al Fullenkamp
Al Fullenkamp, now retired, worked 38 years for the City of Kettering serving as an Engineer, DESC Reuse Coordinator (now Kettering Business Park), City Engineer, Public Service Director, and Assistant City Manager. He is a double graduate of the University of Dayton with a Bachelor of Civil Engineering degree and a Master of Science in Management Science degree. He is registered as a Professional Licensed Engineer and a Professional Licensed Surveyor in the State of Ohio.
Mr. Fullenkamp has previously served as President of the Local Section of the American Society of Civil Engineers, President of the Dayton Society of Professional Engineers and the President of the Ohio Society of Professional Engineers. He also served as President of the Engineering Foundation of Ohio.
In addition to previously serving on the above mentioned Local and State Boards, he has been and is continually involved in his Church. Presently he serves as the Chair of Kettering Sister Cities and Vice President of NOVA Behavior Health Board of Trustees (Drug, Alcohol, and Mental Health Rehabilitation).
Mr. Fullenkamp and his wife Sue live in Kettering and have three adult children and eight Grandchildren. They serve together as volunteers in the Kettering Backpack Program.
Ashton S. Dupler
Finance and Personnel Committee Member
Ashton is a nonprofit leader, pastor, and author serving in two historic churches in Dayton, Ohio.
After serving a bilingual church in Columbus, Ashton graduated from Mount Vernon Nazarene University with a Bachelors degree in Urban Ministry. Moving to Dayton to serve in Kettering, he later joined Historic McKinley United Methodist Church (UMC) in West Dayton. Alongside church leaders, Dupler worked to establish the Dayton Equity Center, which seeks to create opportunities for all through food access, job training and education. Prior to his role as Executive Director, Dupler was responsible for curriculum design and new workforce initiative, serving those primarily in the reentry & the resettlement communities.
Now serving a church with a large hispanic congregation in East Dayton, St. Paul UMC, he leads a dedicated team of volunteers & staff to provide food, clothing, and social services for those in need. Ashton received his Masters of Divinity with honors from Methodist Theological School in Ohio. Additionally, he serves on the Leadership Development Board of the Ohio Conference of the United Methodist Church. He lives with his wife, Kasey, and their son, Micah, in Dayton.
Nikol Miller
Planning Committee
Nikol Miller is the Executive Director of Miami Valley Urban League, a division of the Urban League of Greater Southwestern Ohio. Nikol is a mission-driven life long public servant with immense experience in community outreach, public policy, fundraising, and media relations. Nikol Miller is a graduate of Meadowdale High School, Dayton, OH and Miami University, Oxford, OH. She previously served as the Community Relations Manager for the Greater Dayton RTA. Prior to returning to Dayton, she worked with a team of consultants to develop the national outreach plan for the 2020 Census, as well as served as Chief of Staff for Chicago's 7th Ward Alderman.
She serves on the boards for Alpha Kappa Alpha Sorority, Inc., Greater Edgemont Community Coalition, Five Rivers Health Center Edgemont Campus Board, African American Community Fund Board, City of Dayton's Community and Neighborhood Development Advisory Board, On Main Advisory Board, and the Associate Board at the Dayton Art Institute.
She is member of St. Benedict Catholic Church and resides in Dayton's Sunnyview-Catalpa neighborhood with her dog, Neo.
Belinda Matthews Stenson
Finance and Personnel Committee Chair
Belinda Matthews Stenson is a senior leader that is Passionate About Linking People, Processes and Performance”. She is the Director for the Dayton Area Chamber of Commerce’s Minority Business Partnership (MBP). In this role, she champions the Chamber’s efforts to grow the region economy and strengthen area minority businesses.
Belinda spent over twenty years with NCR Corporation where she served in various leadership roles in areas of finance/accounting, human resources, ethics & compliance, Six Sigma/Quality and business operations.
She currently serves on the Premier Health Board of Directors, Omega Community Development Corporation, City of Dayton Procurement Enhancement Program (PEP) Oversight Committee, and Parity Incorporated. She is a graduate of Black Leadership Development Program (Class of 1994), Leadership Dayton (Class of 2013) and the University of Dayton Emerging Leadership Development Program.
Grady L. Mullins
Mr. Grady Mullins, now retired, with more than 40 years in the International Brotherhood of Electrical Workers (IBEW), Local 82. Mr. Mullins was initiated into IBEW on April 1, 1981, where he served in various positions throughout his career.
Mr. Mullins was also a delegate to the Dayton Miami Valley AFL-CIO/Executive Board, executive secretary of the Dayton Building Construction Trades Council, Ohio State Building Trades executive board member, and has held the position of general foreman and foreman for IBEW Local 82 Signatory Contractors.
Mr. Mullins is a father of two children. His son, Matthew who followed in his footsteps and is a journeyman wireman and member of IBEW Local 82, and daughter Erin who graduated from college and is assistant athletic director at Dayton Public Schools. Grady has been married for 48 years to his high school sweetheart, Jackie who he could not have done any of this without.
Thomas U. Weckesser
Investment Advisory Committee Chair
Tom Weckesser is the Executive Director in the Office of the President at the University of Dayton. In this role, he focuses on coordinating projects and activities with senior leadership teams, administrative staff, departments, and external groups.
Prior to this, Tom served as the Director of IT Application Support & Integration at UD. He spent 10 years directing IT professionals who are responsible for web development, data bases, and all of UD’s servers and storage systems. He was also responsible for custom application development, file and print sharing, enterprise hardware and software systems, email and authentication and access management.
Tom managed the implementation of UD’s first Enterprise Resource Planning (ERP) system from 2007-2011.
He is a double graduate of the University of Dayton. He holds a Bachelor of Arts degree in Management Information Systems and a Master’s of Business Administration. After graduation, Tom began his career at NCR as a developer and manager for systems including e-commerce, file transfer, and Oracle financials. After 10 years at NCR, Tom joined a small consulting firm where he helped develop custom software for retail and publishing industries.
Tom lives in Kettering, and is very active in the Dayton community. He serves on his parish council and is engaged with activities at UD as well as Chaminade Julienne High School.
David Williamson
Investment Advisory Committee Member
David Williamson is an attorney and a partner with the law firm of Bieser, Greer and Landis. He received a BA degree, summa cum laude, from Ohio University in 1975. In 1978, he received a JD degree from the Ohio State University School of Law and was sworn in as an attorney at law before the Ohio Supreme Court. Mr. Williamson has served as President of both the Dayton Bar Association and the Dayton Bar Foundation, has served on the Board of the Sinclair College Paralegal Program, and has taught as an adjunct professor at the University of Dayton School of Law and at Sinclair Community College.
Community and charitable involvement include serving as a member of the Board of Trustees of the Montgomery County Historical Society where he chaired the Old Courthouse renovation committee, and the Courthouse Square Fountain of Presidents committee. He has twice served on the Executive Board of the Dayton Rotary Club and is a past president of the Northridge Optimist Club. He has been twice recognized by the President’s Club of Dayton as Service Club Member of the Year for his service to both the Rotary and Optimist organizations.
Currently Mr. Williamson serves as Vice Chair of the Dayton Montgomery County Scholarship Committee, as a member of the Montgomery County Law Library Resources Board, and a board member of Dayton Crayons to Classrooms. He is also President of the Board of Visitors of the Ohio University Honors Tutorial College.
Mr. Williamson and his wife Terry, whom he met at Ohio University, live in the McPherson Town neighborhood of Dayton and have four adult children. The couple previously served as co-presidents of the Muse Machine Parents Association.
RTA Board of Trustees meetings are held at 4 S. Main St. in the 3rd floor Board Room and committee meetings are held in the multi-purpose room, unless otherwise noted.
